Description (partial)

Symptom:
Cisco ASR 1000 Series Aggregation Services Routers(ASR1K) does not initiate IPSec Rekey.

Conditions:
When the peer router starts IPSec rekey and ASR1K received it before it starts rekey process.
ASR1K router does not initiate rekey itself even if rekey from peer fails.
