Description (partial)

Symptom:
* Pings to local BVIs fail.
* Protocols configured on BVI interfaces fail to establish sessions with peers.
* Remote pings to BVIs may succeed.

Pings to local BVI (A ping to BVI 100 sourced from BVI 100) fail. The packets will show up at netio as drops.

To identify this issue, perform this test.

BVI 200 is 10.0.0.1
