Further diagnosis through VANC Scan user data dump or SCTE-104 debug logging shows receipt of alive message(s) (opID 0x0003)

Conditions:
Upstream equipment sends SCTE-104 alive message (opID 0x0003). SCTE-104 is enabled and properly configured on the CAL.
