Description (partial)

Symptom:
When DST time adjustment started, a recurring instances had the time move one hour ahead (EST time).

Example:   DST time adjustment started on 03/09 and will stop on 11/02
1. A user schedules a recurrent (so far recurrence pattern hasn't been important) meeting starting before 03/09. For example: weekly occurrence starting on 03/07 12:00h EST. Time offset at this date is GMT -5. In the background, CWMS schedules this meeting for 17:00h GMT time and on the web for the user it will show 12:00h EST (GMT -5)

2. First occurrence of the meeting takes place on 03/07 at 17:00h GMT (17h - 5h = 12:00h EST). 

3. Once the meeting ends, CWMS schedules the next occurrence which falls into DST - 03/14  for 17:00h GMT (12:00h EST); the time of the meeting will still show on the web as the 12:00h EST GMT -5.

4. On 03/14, users are able to join the meeting at 12:00h EST as the meeting time was calculated as 17:00h GMT -5 = 12:00h EST.

5. However, once this instance of the meeting is ended, and since we are in DST time frame, CWMS schedules the following occurrence on 03/21, again for 17:00h GMT. However, this time, it calculates the offset as -4, which schedules the instance for 13:00h EDT. Hence, the time of the meeting moves 1h ahead. 
Calendar invites in Outlook stay at 12:00h EDT, but on the web, that time changed to 13:00h EDT as the time offset is calculated as -4 and not -5. 

It appears that CWMS schedules meetings based on the GMT time zone and not based on the time zone user profile belongs to.

Conditions:
CWMS 1.5 
Recurrent meetings scheduled before and extending to DST.
