Description (partial)

Symptom:
EC nbiAgent: Sends ping failure alarms twice for a single device

Conditions:
When ever nbiAgent restarts or for every 2 hours it generates ping failure alarms for network elements which are not reachable. It sends twice for single device. Also the Severity is not uniform. 

In first occurrence it is alarmSeverity, val=1
In 2nd occurrence it is alarmSeverity, val=2

Due to this the alarms entries are shown twice. The severity is shown as Major / Critical. 

Steps:
1. Register EC with ECS
2. Create non pingable network element entries (QAM/ QPSK etc)
3. Bounce nbiAgent or observe ping failure alarms generated by nbiAgent every 2 hours

Actual:
1. Alarm generated twice for single device
2. Alarms severity is not uniform

Expected:
1. Only once the ping failure should be generated for a single device.
2. Alarm severity should be uniform.
