Symptom:
Couldn't receive incoming Edge call when Jabber background running in 4G network.

Conditions:
Steps to reproduce:
1. Jabber login in 4G Edge mode and running in background
2. Put Jabber in background more than 15 minutes
3. Make a call to Jabber iPhone from other device

Expect result:
Jabber can receive incoming call

Actual result:
Couldn't receive Edge call when Jabber background running in 4G network
