Description (partial)

Symptom:
1) State dir usage goes to 90-100%
/state         internal   /dev/md2               5951MB    5670MB     281MB  95%   <---------- Full

2) When we do cms enable, we don't see any attempt from the CM trying to register. Just get an error.

SCM(config)#cms ena
cms: unable to register node

FAILED to enable management services

3) ICMP and TCP connectivity  to the Primary CM is fine.

4) Primary CM shows backup CM as offline.
