Description (partial)

Symptom:
This scenario is with MLDP Profile 1. The (S, G) data 
starts flowing on the shared MP2MP tree and then switches 
over to Data MDT tree or P2MP tree. During this switchover, 
Data MDT tree will inherit the outgoing LCs from (*, G) route.
During the transition phase, it is possible that the 
(S, G) routes are not programmed on inherited LCs. The labelled
packet coming via Lmdt imterface will get forwarded to all the
inherited LCs (by virtue of they being present in the FGID
associated with the incoming Label) and may lead to transient
'PLU Exception' or 'MC PLU no match', due to absence of 
route.

Conditions:
MLDP profile 1 has some PEs without receivers
