Description (partial)

Symptom:
This is a syslog which comes on the router due to an ASIC error with the NPU driver.

LC/0/2/CPU0:Mar 25 11:31:46.639 : npu_driver[269]: %PLATFORM-CIH-3-ASIC_ERROR_SPECIAL_HANDLE_THRESH : npu[1]: A descriptor-err error has occurred causing  packet drop transient. rlb_csr32.rlb_err_hier_int.rlb_csr32.rlb_err_csi0_leaf_int.int_csi_size_mismatch_err  Threshold has been exceeded 

This was seen on all Topaz cards in the TB.

Conditions:
This is always present on the router, even through reloads on all topaz cards
