Cisco Bug: CSCun94182 - GGSN is not sending TUSU (SN-Total-Used-Service-Unit) in CCR-U FINAL

Symptom: TUSU is not sent in CCR-U FINAL resulting in call getting disconnected and the user is reconnecting immediately due to this. This results in increase TPS towards the OCS server. Recently the mediation server has been removed and GGSN and OCS are directly connected and the OCS server is not able to handle the increase TPS resulting in the issue Conditions: When the user runs out of quota, GGSN sends a CCR-U final to indicate any residual usage for a particular RG. For XLCom, GGSN has a feature to send the TUSU in the message towards OCS. Due to a bug in the system, the TUSU is not being sent in the CCR-U Final resulting in termination of the call. Due to the smartphones, it reconnects immediately resulting in increasing TPS as the user has already run out of quota going into a loop of termination and reactivation.
