Description (partial)

Symptom:
IP Preference setting was introduced as part of PacketCable 2.0 IPv6 specification support in PCP 5.1. But there was a use case when the  the device has not sent IP preference value, RDU will assign the IP preference value for the eUE based on the default eCM DHCP Flow IP mode (IPv4 or IPv6).
But customer wants to change this behavior and assign the IP preference based on the value set on RDU during thisuse case.

Conditions:
IPv6 Packetcable 2.0 is enabled in PCP 5.1 PGs.
