Symptom:
Customer has few use cases to support the PacketCable devices with different compliance level for PacketCable 2.0 IPv6 specifications. Some of the devices are fully complaint to the for PacketCable 2.0 specifications. Some of the devices are partial complaint and some are non-complaint to the PacketCable 2.0 specifications. To handle these use cases customer has required for a property to control the inclusion of DSS_ID options while generating the DHCP options. 
Also the use case of controlling the IP preference DHCP option inclusion must also be possible. These properties should be independently enable/disable to have various combination of the response to work with devices of different compliance level. The option to set IP preference is already available PCP. And with an enhancement to the IP Preference decision matrix (as described in Section #3), the controlling of IP preference option inclusion/ignore is now possible.

PacketCable 2.0 IPv6 is enabled in PCP 5.1 PGs
