Description (partial)

Symptom:
On PVDM2 and PVDM3 Xcoder, the timestamp of first audio packet after the RFC2833/RFC4733 event is wrong, it's one packet size short.
Conditions:
PVDM2 and PVDM3 Xcoder, and Xcoder receices generate RFC2833/RFC4733 event command from IOS, audio packets are stopped then, event packets are generated. After the event is done, audio packets start again, the frist audio packet timestamp is one packet size short.
The problem happens when DSP sends only one Marker bit packet for a new event.
