Cisco Bug: CSCun92606 - CUCDM Timers for SNR don't match up to CUCM

Description (partial)

Symptom:
CUCM - Answer Too Late Timer....Range: 0 and 10,000 - 300,000 milliseconds 
                                               Default: 19,000 milliseconds 
                                 
CUCDM - Answer too late timer (10000 - 30000)

Customer requesting to Increase timer in CUCDM to allow for "0" or "300,000". Cu would like the
SRN remote number - cell phone - to answer with voicemail and not disconnect;  don't want
to use the enterprise voicemail but use the service provider's voicemail. Cu is also asking for the ability to enter "0" as a value  for the Answer Too Late Timer, which is possible in CUCM.

Conditions:
When provision from CUCDM 'Answer Too Late timer' range is limited from (10-30,000)ms.
