Description (partial)

Symptom:
When scheduling a conference with auto connect and the endpoint is not reachable (whether it is powered off for power saving or there is no network connectivity) the allocation attempts are not consistent spread in time resulting in unpredictable behavior on how long TMS will try to automatically connect the call.

Conditions:
This happens when the allocation attempt fails (can be due to network connectivity or the system being powered off)
