Cisco Bug: CSCun91578 - Expansion module 7916, sometimes doesn't load speed dial

Description (partial)

Symptom:
After restarting the 7975 device, the second expansion module 7916 is sometimes not loading up the speed dials. They are using some application (Jboss) that rewrites the phone configuration via AXL which triggers a restart of the phone.

IP-Phones are controlled by Jboss service. When a user login from his desktop to the customized application installed on his PC, the application communicates with the Jboss server and the Jboss server sends an AXL message to the IP-Phone which updates the IP-Phone with the new configurations, which are new speed-dial numbers.

- It occurs randomly when the user login, the second expansion module becomes blank and speed-dials are not loaded. Every time the issue occurred with the second expansion module only, the first module works fine.

- When the issue occurs and the second module becomes blank, the customer disconnect the module by unplugging the AUX cable and plugging it again.

Conditions:
CUCM Version - 8.6.2

Analysis: it seems to be a timing problem if the first module is starting slow (or the second early) and so the second comes online while the first is still being configured:
For failing scenario the second CAR module comes online before he finished loading the lines from the first module:
