Symptom:
fib_mgr tracebacks are observed when modifying a vrf on ASR9K.

Conditions:
The ASR9K router is running IOS-XR releases 4.2.3, 4.3.0, 4.3.1, 4.3.4, 5.1.0, 5.1.1
per-CE label allocation for eBGP is configured.
Selective VRF download is configured.
