Description (partial) 

Symptom:
When bulk GnGp handoff is done to GGSN with Recovery IE change in one of the GnGp Handoff UPC req, then a few of sessions, which are being handoff, may get clear due path-failure(Recovery IE Change) propagation trigger reaching to some sessmgr after these session were already handoff.

Conditions:
Bulk GnGp handoff is done to GGSN with Recovery IE changed in one of the GnGp Handoff UPC Req.
