Description (partial)

Decommissioning MPLS SR removes redistributed static when other Service requests are sharing same VRF on the same device

Problem Detail:
 Steps To Re-create:
	1) Create a VPN X
	2)	Create a MPLS Policy (PE-CE type) with VPN X, VRF and RD Overwrite enabled and values given for VRF name and RD value
	3)	Create SR1 using above policy, STATIC Routing Protocol and deploy on device x.
	4)	Create SR2 using above policy, STATIC Routing Protocol and deploy on device x.
	5)	Decommission SR2 and preview the config, it removes redistribute static on the shared vrf which SR1 is sharing.

 Actual Results:
redistribute static command is removed from the device.
 Expected Correct Operation:
Decomissiong MPLS SR should not remove redistributed static command if we have other Service requests sharing same vrf on the same device, only on the last link the resdistributed commands need to be removed.
