Description (partial)

Symptom:
While web-engine appears to be healthy, it actually cannot serve any requests to it. In the output of "top, lsof", there're resources occupied by web-engine. Web-engine seems alive, but it can not just serve.

Conditions:
This bug will only occur when web-engine coredumped and node manager try to restart it. There's very rare chance that the port web-engine bind for management port will be occupied by other processes. Web-engine will only fail when two consecutive ports(such as 10000 and 10001) will both be used by others.
