Description (partial)

Symptom:
In release 7.0(2), on a VPC setup, the broadcast DHCP discover packets received from a private VLAN with DHCP relay on one switch are copied to CPU instead of redirected, hence the hardware still forwards the packets on the VLAN to the other switch.

Conditions:
The issue happens when running 7.0(2) image and having Private VLAN with DHCP relay.
