Symptom:
Details:
When running DisAssocPortLocation for a Transit Connected MGCP Legacy PBX
Gateway, the DCHANNEL for the voice port is being omitted. 

I'm not sure the DisAssocPortLocation should be doing any IOS configuration as
this appears to be done on the port activation/deactivation???? 
(MaintainUnmanagedLocationGW). The port association does no IOS config.

Prerequisites:
1. unmanaged location using unmanaged IPPBX
2.

Steps to Reproduce:
1.) Network -> IOS Devices, add a transit connected Legacy MGCP Pbx gateway.
2.) Give details, ensure gateway is selected and click NEXT
3.) Give gateway details and select Q931 legacy protocol and click next
4.) Give details and select Qsig as Isdn protocol and click next
5.) select port type T1 and give port number and select Primary- Qsig as ISDN
switch type and click finish
6.) Location administration>Telephony > Legacy gateway activate the ports, by
giving appropriate values and click submit
7.) Then  deactivate them by clicking the Disconnect button in Location
administration>Telephony > Legacy gateway

this appears to be correct....

either the DCHANNEL needs to be added, or the disassocaiteportlocation must not
