Symptom:

While trying to delete the 1450 Western - Albany loccation on the test
environment, the "Internal SQL error" was thrown. The delete from location
where (ProviderName = 'New York State') and (resellername = 'UniteNY') and
(CompanyName = 'BHC-Cluster') and (DivisionName = 'Office of Alcoholism and
Substance Abuse Services') and (LocationName = '1450 Western - Albany')
statement triggers a "update or delete on table \"location\" violates foreign
key constraint \"locationautoattendant_location_id_fkey\" on table
\"locationautoattendant\"
DETAIL:  Key (id)=(39) is still referenced from table
\"locationautoattendant\"."}" error.

No location autoattendant service can be seen on the location through the BVSM
GUI

Prerequisites:
1. A location with "left over" autoattendant services

Steps to Reproduce:
1.Delete the above location

Actual Results:  
The "Internal SQL error - please contact your system administrator" error is
seen on the transaction.

Expected Results:  
The location should be deleted
