Description (partial)

Symptom:
Setting an event trigger of "Job has insufficient time to run before agent outage" with an action of "hold" or "operator release required" cannot successfully hold the job.

Conditions:
Seen in 5.3.1, 6.1.0.434, every version

1.) Create a job event with the trigger "Job has insufficient time to run before agent outage" and an associated action of "operator release required" or "hold" 
2.) Create a job with an estimated duration of 90 minutes, options->"If not enough time before outage" = Run anyway ((setting this to defer or skip will override the event as well)
3.) Base time needed to run job on "estimated duration"
4.) Set the agent to an agent that is set for an outage in less than 90 minutes, so when the job is inserted, it will immediately hit the event
5.) insert the job. Job will go to waiting on resources, hold, then launched, then active. (instead of stopping on hold)
