Description (partial)

On nodes in ONS the Historical PM table when opened, is initially devoid of data for some time.

1. In a DWDM system in ONS FCS build, PM Service and PM collection are enabled. 
2. PM query on Historical Optical PM is executed. PM Table is opened and optical counters are shown correctly except for one node on which the PM Table opened. 
3. This node is empty and the Audit Log for this node displays the following message: 
"AUD-3057:Data Format error while obtaining PM data for <ne ip address> for interval <interval>" 
4. After a couple of hours, the PM Table of this node is populated even though historical intervals of the previous couple of hours are missing.
