Symptom:
Odd results are shown for DHCP server packet decodes or when examining leases. For example:

<pre>
    relay-agent-circuit-id = 00:00:00:09
    relay-agent-option = "(circuit-id 1 00:00:00:09)(subnet-selection 5 126.98.61.1)(cisco-vpn-id 151 (flag 1; vpn-id 631:2204))(cisco-server-id-override/vss-control 152 69.4.2.59)"
    relay-agent-server-id-override = {unparse failure 2: 0x80010016 AX_EINVAL}
    relay-agent-subnet-selection = 126.98.61.1
    relay-agent-vpn-id = 01:00:06:31:00:00:22:04
</pre>

Conditions:
This occurs if the VSS control suboption is sent in by a relay.
