Symptom:
Lightweight AP Operational Status takes more for scale setup in PI

Conditions:
Image : PI version : 2.1 (2.1.0.0.79)
Katana Version : 03.06.39.E.

Topolgy : 

PI --> NGWC --> 760 TSIM APs , 10K TSIM Clients.

Steps to reproduce :
1. On NCS GUI go to Administration -> Background Task. 
2. Click Lightweight AP statusCheck 
3. check the Time Elapsed when task is completed succesfully

Following is the time taken to execute the Background task "Lightweight AP Operational Status " for 760 AP s:

Discovery time -- AP new addition 	570s = 9m 30 sec
Discovery time -- AP re-register 	1492s = 24m 52s
Discovery time -- AP unregister 	226s = 3m 46s
