Symptom:
On the NCS 6008 a power module that is Unpowered shows status of FAILED in show env power.

Show env power needs to distinguish between a power module that is not plugged in and one the has failed and requires RMA or replacement.

On and ASR 9922 we have a status of Unpowered rather then FAILED.
