Description (partial)

Symptom:
2 scenarios: 
1. DHCPv6 PD negotiation fails with messages "NOPREFIX-AVAIL". DHCPv6 binding remains but pool entry is removed
2. DHCPv6 PD negotiation fails with messages "NOPREFIX-AVAIL" when renew is done. DHCPv6 binding is cleared

Conditions:
1.       Two clients, Client A and Client B, both have Same DUID, IA-ID , but different User Name. When Client ?A comes in it gets let say Prefix-A , this prefix is present in  Local pool and a DHCP binding is created. When the Client-B comes we Send NO_Prefix available but then we end up deleting the Local pool prefix, this is leading to inconsistency

When the Client-B comes we update the binding with Client-B but still maintain the previous session
