Description (partial)

Symptom:
Installed the Firmware in CUCM. connected the phone to switch and phone was able to get the ip address and TFTP details. but it never tried to download the firmware (Phone MAC was not added into CUCM)

Conditions:
Phone : 7841
Phone MAC should not be added into CUCM database.

Steps to reproduce:

1. Installed the latest firmware into CUCM.(Ex:sip78xx.10-1-1SR1-4 )
2. Restarted the TFTP service and confirmed the same firmware in device defaults.
3. Deleted the Phone MAC from CUCM.
4. Connected the phone to Switch and phone was able to get the Ip address and TFTP Ip address
5. DID a factory reset of the phone but phone never tried to download the new firmware.
