Description (partial)

Symptom:
native setting set screen timeout = 15s, hold video call and wait over 15s, screen is still on.

Conditions:
steps to reproduce:
1. jabber1 places a video call, jabber2 answers
2. video call establishes
3. jabber 1 or jabber2 holds call
4. jabber1 does not receive audio and video from jabber2,
5. keep talking over 15 secs

expected result:
jabber1 phone screen Off, tap home/power key should turn screen On without unlock operation

actual result:
screen keeps on
