Description (partial)

Symptom:
If switch network from wifi to 3g during url sign in process, users can sign in app. But the phone service can't get connected.

Conditions:
1. Fresh install app
2. In corporate wifi, launch app by tapping sign in url, e.g ciscojabber://provision?ServicesDomain=cisco.com&VoiceServicesDomain=xxxx.cisco.com> tap next to dismiss welcome screen, go to signin screen
3. turn off wifi, enable 3g, enter credential xxx@cisco.com>tap "signin"
4. app login successful, but phone service fail to connect, click "reconnect", still fail
5. signout then signin again, still fail

Expected Result:
phone service can connect

Actual Result:
phone service fail to connect
