Description (partial)

Vnic PCI addresses change after downgrading from 2.2(1.172) to 2.0(5f)

- Create a new service profile in 2.2(x.y)
- Create static vNICs & vHBAs under service profile.
- Once deployed on VIC, all static vNICs & vHBAs would get PCIe addresses with unique Bus Number & 0 Function
- Downgrade to 2.0(5f)
- PCIe addresses of static vNICs & vHBAs would change & they would be enumerated with multifunction ids
