Symptom:
First time cuplogin always failed when using URL provision

Conditions:
Pre-condition:
Configure _cuplogin on DNS that link to Cisco Unified Communications Manager IM and Presence server.
Using below URL provision:
ciscojabber://provision?ServicesDomain =user.jabberqa.cisco.com&VoiceServicesDomain=user.jabberqa.cisco.com

Steps to reproduce: 
1. Fresh install Jabber
2. Launch Jabber by URL above
3. After service discovery, input user name and password

Expected Result: Jabber should login Cisco Unified Communications Manager IM and Presence+CUCM successfully
Actual Result: Jabber told you could not login please connect administrator for the first time after you input username and password. But if you tap sign in again, it will log in successfully.
