Symptom:
When applying a rule in Monitor Manager with the 'Deny all matching traffic' selected, the rule is not programmed on the OpenFlow switch.

Conditions:
- Single/Isolated OpenFlow switch topology
- Monitor Manager Application
- A2MP Rule (i.e. no source node/interface selected)
- LLDP topology discovery from an adjacent production switch does not exist
- 'Deny all matching traffic' option selected when applying a rule
