Description (partial)

Symptom:
Routing protocols cannot be enabled under the tunnel interface

Conditions:
Tunnels disable the routing protocols on tun-to tunnels (programmatically created tunnels by apps like WCCP, L3VPN, CENT, etc.) and
will enable them back when these interfaces are being deleted, So that if these idbs are reused back in future, it wouldn't create any problem.

The issue here is, on tunnel interface deletion, this bit is not cleared by ip-tunnels. 
And when the same idb is reused back by tunnels (for CLI, or any other tunnel)
the routing protocols cannot be enabled as this bit is still set.
