Description (partial)

Symptom:IPCP does not get established even though ML is UP/UP (bundle_del_in_prog is set to True & bundle_prov is set to False) and all the packets will get dropped leading to traffic loss. The multilink will remain unusable.
Conditions:Cause:
1. IPC failure has occured during deactivating a link.
2. Dirty bit will be set for the serial interface when IPC fails

After Effect:
3. If that serial interface is removed (with dirty flag still set), the ML data structure is not updated correctly (ML still assumes the serial interface to be part of it).
4. In the state, if that Multilink bundle is removed, its not properly deleted.
5. If the bundle is recreated again, IPCP goes to stuck state & no traffic flows.
