Description (partial)

Symptom:
Downstream Committed Information Rate (CIR) bandwidth leak occurs when the cable modem is reset or deleted.

Conditions:
This issue occurs when:
1. The downstream CIR bandwidth is reserved
2. The downstream resiliency feature is enabled and the cable modem is moved to narrowband interface.
3. The cable modem is reset or deleted .
