Symptom:
When this issue issue happens the ACE drop connections counter increase in the service policy output

Conditions:
there is heavy latency/packet loss to the servers in the serverfarm that this occurred on.  Currently, that is the only thing we have to go on.  When we took the servers out of the serverfarm, all latency/packet loss disappeared so it seems to be a server capacity issue.  we do not know if this contributed to the original issue or not
