Description (partial)

Symptom:
After upgrading the router (2951) from 153-2.T1 to 154-1.T 

Packet drop through a GRE over ipsec tunnel .  No errors are reported with respect to the crypto engine part.  the packets are dropped in the inbound direction after the decryption process  . The router routes the packets in the wrong vrf and not the correct front door vrf .

Conditions:
ISM-VPN module is enabled  and the ipsec security associations are  using it .
A front door vrf is configured and it is used to tunnel the gre encapsulated packets .
This has nothing to do with the packet size .
