Description (partial)

Runt counter increase on the neighbor device connected to 6880 / 6904 port working at 1Gbps.

Packet received needs to have additional headers that need to be replaced as part of the rewrite (due to removal of dot1q / mpls etc.) by ethernet padding data and then further sent on port that operates in 1Gbps on 6880 device or 6904 linecard.
