Description (partial)

Symptom:
softkeys for xml file is gray and xml file is not display

Conditions:
1.post the xml file to phone

  <Name>Dial 1051</Name>

</MenuItem>
<MenuItem>

</MenuItem>
</CiscoIPPhoneMenu>
2. press speaker to let phone is dial out the call, press speaker to end the call
3. post the Xml file to phone again, then press headset to let phone is dial out the call, press headset to end the call
4. post the xml fille to phone again, then press select softkey --------problem: call is not dial out, new call window will be prompt , close the new call window, exit and select softkeys are display here but gray and xml file not be shown on phone UI, if you press session key to invoke new call window, softkeys also are exit and select
