Description (partial)

Symptom:
When new team is added Supervisors are not able to view the team under skill groups.   Refresh and changing team and Directory Sync does not resolve the issue.

Conditions:
Steps to reproduce:
1. login supervisor
2. Create a new skill group in ICM
3. Manual sync from webadmin
4. Click on refresh/change team from CSD
Actual result:
New skill group isn't displayed in Skill Group tree and missing skill name in statistic display pane.
Expected result:
New skill group should displayed under Skill Groups tree and Skill name should not be empty in Team Skill Statistics Display
