Description (partial)

Symptom:
TACACS / RADIUS auth request packets are not created by the switch, so all TACACS / RADIUS based authentication will consistently fail

Conditions:
Pre-condition>>
When type-6 encryption is enabled on the box using "feature password encryption aes" and valid master key is configured using "key config-key ascii"

Condition>>
This can occur on  N7K when a non-default VDC is reloaded (not the chassis)
