Timestamp format is not consistent with system setting

Step to reproduce:
1. Sign in user with voicemail associated
2. Set system timestamp format is 24:00
3. Open voicemail detailed page
4. Check timestamp

Expect Result:
Timestamp format is same as system setting

Actual Result:
Timestamp displays as 1:58AM
