Locales are not working on CIPC

Symptom:
As per the Test plan EDCS-781409 a test case should be as follows:-

CIPC-1 registered to Cluster-1should be with French Locale 
CIPC-2 registered to Cluster-2 should be with Hebrew Locale
Call CIPC-1 To CIPC-2
Note :Verify the combination of different languages
Verify that on Phone A the display will be  "To CIPC-2"  where To will be in French 
Verify that on Phone B the display will be "From CIPC-1" where From will be in Hebrew
Note :Except Japanese where the Unicode should be present
But when the user downloaded and configured the CIPC with locales other than English the soft keys (eg: New call,Redial), services and its sub menus, Directory and it's sub menus etc.. are not changing to other locales from English.
