Description (partial)

Symptom:
On MTC non-vpc scale setup, switch reload could sometimes totally take around 90s for end-to-end convergence.

Conditions:
This could happen when the HSRP active switch (6k mac, 1000 hosts, 1000 ospf routes) comes up after reload. The OSPF traffic could see a drop twice, first time for STP root change and second time for OSPF route re-learn. This will be seen in Fiji release images. However, convergence numbers seen here will be better than older software releases (Eden).
