Description (partial)

Symptom:
If we define non-standard RCC template on Cable interface, CMTS will not check standard one(hardcoded) but we need to add standard one as a RCC template on Cable interface too.

Conditions:
This behaviour has been seen in the code:
ubr10k4-k9p6u2-mz.122-33.1.88.SCH1_ES_131218_NUMERICABLE
Also similar behaviour has been seen in previous releases.
