Description (partial)

Symptom:
1) The 'cluster' logging level does not show up in show logging level command output:

  switch# show logging level | i cluster

2) After changing the 'cluster' logging level and setting it back to the default, the cluster logging level command shows up in the running and startup configs:

  switch# show running | i cluster
  feature cluster
  logging level cluster 2

  switch# show startup | i cluster
  feature cluster
  logging level cluster 2

Conditions:
This issue only occurs when the 'cluster' feature is enabled.
