Description (partial)

Symptom:
QPS doesn't send CCA-U upon receiving a CCR-U message containing a Charging-Rule-Report AVP to indicate that a previously announced charging rule name is unknown.
As a result, the PCEF may eventually terminate the session.

Conditions:
PCRF receives a CCR-U message containing a Charging-Rule-Report AVP to indicate the rule-name is unknown on PCEF..
